XC40XX and Spartan adapter board
I made small adapter board with a PLCC84 socket for a host of XilinX
FPGA chips. The currently supported chips are the XC40??E, XC40??XL,
Spartan and SpartanXL in PLCC84 housing. The board here features a
XC4010E PC84. The whole is built up on a SMD protoboard (the pads have
a pitch of 1.27mm and are plated trough).
Most of the hookup information you can find in the datasheets or the
net.

Front view of the board. Bottom connector is JTAG header, but all the
pins are shorted to the ground to prevent accidental boundary scan
initialisation.

This is the bottom side. Most of the wiring is done with 0.5mm Kynar
wire wrap wire. Decoupling these chips is done with a 10nF, 100nF and
1000nF X7R capacitor at all the power pin pairs, the PC84 housing has
these pins spaced next to eachother and in a star fashion as you can
see by the blue wires. I usually use blue wire for the power
connections and green for signal lines.
